BEF is seeking proposals to install 1.1 kW demonstration solar and data acquisition systems on schools in Cowlitz PUD’s service territory. Cowlitz PUD will donate these systems at no cost. Project hosts must agree to teach a renewable energy curriculum at their institutions, or to undertake some other form of community solar education. The Request for Proposals (found below) is designed specifically for schools interested in increasing the visibility of renewable energy. Projects should offer aggressive education and outreach plans in an effort to overcome barriers to widespread adoption of photovoltaics. To achieve its project goals, Cowlitz PUD has partnered with the Bonneville Environmental Foundation (BEF) to solicit, screen, and implement such projects.
HOW THE PROCESS WORKS
Applicants must submit an electronic Letter of Enquiry to BEF by May 21, 2007. After reviewing all Letters of Enquiry, BEF and Cowlitz PUD will award projects on or around June 5, 2007. Guidelines for the Letter of Enquiry are described below.
It is strongly recommended that all applicants review the complete Request for Proposals (a PDF document). This document explains the details of the entire funding process and also describes the kinds of projects that Cowlitz PUD and BEF are seeking to fund. Because funding decisions follow the guidelines and requirements outlined in this document, we urge you to familiarize yourself with it.
THE FIRST STEP: THE LETTER OF ENQUIRY
This letter is the first step in the application process. Therefore, it is extremely important that you prepare a thorough and complete Letter of Enquiry form (a PDF document).
This letter should describe a proposed Solar 4R Schools project and explain why this project is of interest to Cowlitz PUD and BEF. The letter should generally demonstrate the project's consistency with the criteria detailed in the RFP.
For a project to be considered, the Letter of Enquiry must be submitted using the form available for download from the link above. The form, which is saved as a Microsoft Word template, may be downloaded and completed electronically. Applicants should fill in the appropriate fields and save the form. Completed forms may then be emailed to grants@b-e-f.org. Due to BEF's limited staff resources available for reviewing enquiries, we are unable to consider projects that submit incomplete Letters of Enquiry. While you may contact us with questions, phone calls and emails do not serve as a substitute for the Letter of Enquiry.
